Sanjay and Nancy:

This is a useful exercise. Sanjay's list is quite extensive. I copied that into a spreadsheet, added Bermuda from Nancy's list, and indicated which countries UNO and Tech are exempting from proof of English proficiency. Of course, Puerto Rico is part of the USA, so that is automatically in for us (and, I assume, UNO too).

If a student, regardless of citizenship, earns a degree from one of the exempt countries, we will not require proof of English proficiency. 
Sanjay: Is this list adopted by the LSU System? I am curious to know the rationale for some of the choices. For example, Sri Lanka is considered "English-speaking" but India is not. It is my impression that Spanish is the dominant European language in the Phillippines.

We waive the requirement if English is an official language (even if there are others) and/or if their undergraduate instruction was in English (e.g if they went to school in the US or the UK). We also judge their proficiency in interviews.

Thanks for asking for this—it’s also been on my to do list.  Here’s the UNO graduate list (UG also includes Ghana):
 
Anguilla, Antigua and Barbuda, Australia, Bahamas, Barbados, Belize, Bermuda, British Virgin Islands, Canada (except Quebec), Cayman Islands, Dominica, Gibraltar, Grenada, Guyana, Republic of Ireland, Jamaica, Montserrat, New Zealand, Nigeria, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Trinidad & Tobago, Turks and Caicos Islands, U.K. (England, Northern Ireland, Scotland, Wales),  U.S.A.
 
As for logic, I inherited the list and was told it reflected the CIA list of countries with English as the official language but I haven’t found that to be the case.  I would also be curious if other schools waive English proficiency tests if the student completed an undergraduate degree completely in English.
