[La-cgs] Assessment of Fees for Certain Eligible Residents of Other States/Countries

Nancy:

We do provide in-state tuition to qualified international undergraduate 
students. We call it the "Bulldog Scholarship": 
https://iso.latech.edu/scholarship-information.php.

We are not clear on how to use this for international graduate students. 
Two of the three bullets listed for Louisiana Tech on page 3 of the 
policy apply to undergraduates. As far as I know, the only mechanism to 
get out-of-state tuition waived for a graduate student is an assistantship.
