[La-cgs] State Bill 76

We have not started this discussion yet but we have some fees designated 
as "mandatory" which do not include energy surcharge, technology fee, 
etc. I assume we will be covering the "mandatory fees". We have three 
categories -- RA's, TA's, and GA's. I think we will do this by a variety 
of mechanisms -- for RA's, we already build tuition + mandatory fees 
into grant budgets (if the funding agency will allow). For TA's, we may 
follow the same mechanism Sanjay outlines. Our GA's will not get a fee 
waiver.
