Hi Eddie,
One issue to consider is how much responsibility for graduate admissions you have. If you (and not University Admissions) are responsible for admissions then your needs (and relationships with college deans and program directors) are going to be different. With regard to research, many universities (including many in Louisiana) have grouped Sponsored Research and Graduate Studies under the same administrator. Even if this is a separate unit, this administrator would still have some direct or indirect reporting to the VCAA or Provost.
In terms of support, I feel it is better if the university considers the graduate school as a strategic contributor rather than as a service entity. I believe that if senior administration has the former approach to graduates studies, then resources and other types of support will follow. On the other hand, if you are treated essentially as a staff function, then it will be difficult to secure support not only from senior administration, but also from others on campus including college deans.

To All:
McNeese is undergoing some organizational changes and I have been tasked with determining where the graduate school best fits as an organizational or administrative unit. Historically, we were a college under Academic Affairs with a graduate dean. Currently, we are a School of Graduate Studies with myself as current Director still under Academic Affairs. I am trying to determine where the School best fits and what the roles of the Director or Dean should be. For example, could it fit within IRE units or as a new Administrative Unit merging Research Services and Sponsored Programs. If you could reorganize, how do you feel Graduate School should be best utilized and what authority over programs, etc.. should it have compared to the Academic Deans. Additionally, how do you feel the Graduate School can best be supported by the university?
