[La-cgs] Hiring freeze and graduate assistants

What a week this has been. We moved into high gear last week — and benefited greatly from having had a grad program leadership meetings already on the books — and as a result we managed to complete hundreds of new offers and rehiring of continuing students by EOD on April 10. It was a huge lift in our office and campus wide. While we are still navigating some issues, we're far better off than I thought we would be.

With regard to GRA offers/appointments that are fully externally funded — no cost share at all — we are exploring with legal and HR whether they can continue to move forward. Hopeful on that front.
