Nancy:
We have admitted international students with low undergrad GPA but
acceptable graduate GPA's from the US. If the undergrad GPA of 1.97 is
calculated in-house, the error bars are likely to be large because of
the variations in grading systems, etc. Likewise, if the MBA is from a
US institution, that may provide a better indicator of the student's
academic ability.
My philosophy: "We have policies so that we know when we make an
exception." 😁
