The text of the bill actually considered was amended to replace the 
words "exempt from". Here is the version that is under consideration and 
was discussed in the testimony of Jim Henderson (Thanks for the video 
link, Mary).

This applies to GTAs and GRAs. Our definitions are GTA = graduate 
student teaching a course or a lab (i.e., instructor of record), GRA = 
graduate student performing research supported on external funding. We 
also have GAs (grading, proctoring, sometimes office work). I believe 
UNO (perhaps others too) have a "Graduate Admin. Assistant" designation. 
The bill does not appear to reference these latter groups.

I am puzzled as to why the Legislature is targeting mandatory fees and 
not tuition.
