I want to thank Ramu and Kelly for their suggestions and comments.  As part of my research on the topic, I came across the following lists:

I like University of Texas a lot, especially the second level pages: https://gradschool.utexas.edu/, click on one of the links in the drop-downs at the top (for example, hover on "Academics" and choose "Programs & Contacts" -- I love the simplicity of these pages.

I like the top level menu (in the red zone at the top) of University of Houston. The landing page is a bit too loud and "rah-rah" for my taste but it seems easier to navigate than the maze we have.

Here is some valuable and free advice: Absolutely, positively, DO NOT model it after our website! If you visit, you will see immediately that it is a total disaster and, very strangely, we (i.e., or web people) appear to be unable to do anything about it.
