Thank you for finding this—I wasn’t able to locate it the other day.
I think it’s a good perspective for 30-hour academic degrees. In this case, however, the student’s in a 60-hour program for which he will complete over 64 CH, transitioning into a 45-hour program. ULL allows a max of half of the second degree, in which case between the two he’ll complete at least 87 CH.
This situation suggests to me the need for flexibility in how many CHs to accept.

Here's the SACS statement…
"For combination degrees offered by a single institution, excessive “double-counting” of credits can affect the integrity of the degrees offered. As an example, consider an institution that offers two distinct master’s degrees that require 30 semester credit hours each (the minimum allowed under this standard). If the institution allows a student to earn both degrees by taking 42 total semester credit hours (double-counting six three-semester credit hour courses as applying to each degree), then the institution may face a high burden of proof in justifying this arrangement from an academic perspective. A reasonable reviewer might view this acceptable as a second major under the same degree, but have difficulty accepting that degrees were earned in separate fields."

Our current policy is consistent with the UL system policy that Mary pointed to. However, there is a restrictoin in our policy that I believe does not exist at ULL. Here is the Catalog section (my commentary on the sentence in red is given below):

Earning a Second Master’s Degree
A student pursuing a second master’s degree must earn a minimum of 15 additional graduate hours at Louisiana Tech, in addition to the thesis or practicum if required, and must satisfy the requirements for a minimum number of exclusive graduate courses to be taken in the area in which the second degree is being earned, Some colleges may require more than 15 hours. A student pursuing a second master’s degree may be allowed to apply from a previous graduate degree a maximum of one-half the credits required for the second degree. Transfer hours will not be approved on a second master’s degree. If two master’s degrees are sought simultaneously, the requirements for “Earning a Second Master’s Degree” apply to the secondary program.

Commentary: The sentence in red stipulates that the first master's degree must be earned at Louisiana Tech in order to take advantage of the "one-half credits" option. Transfer credit from another institution is limited to one-third the total hours required (as explained in the final item on the ULS policy that Mary cited).
However, every rule must have exceptions, right? So here is the exception to this rule: We have a special agreement with Northwestern State University regarding transfer into our MFA program. Our MFA degree is 60 hours. A student with a Master's degree (e.g., an MA in Art) from Northwestern State entering our MFA program may need to take only 24 to 36 hours at Tech, i.e., we accept the rest in transfer credit. For those who have not completed a previous Master's degree but have earned several graduate hours, our transfer policy is the same as the last item in the ULS document: maximum of one-third of the credit hours required (in the case of the MFA, that would be 20 hours).

The ULS policy would be fine. This student’s degrees are MFA Film – Production and MFA Creative Writing – Screenwriting, which would be 105 hours without double-counting, certainly excessive.
Please share your policies. We have an old one, but it is not in the catalog or handbook, and he likely harks back to UNO’s days under LSU.

I think this is a good agenda for October 30. Shall we start at 10 AM and plan to end around noon? I am really looking forward to our virtual gathering.
In addition to thesis defense, I would like to hear about how thesis review and submission are being handled. We have gone almost all-electronic since March. The only required human-to-human interaction is when the student submits the required number of hard copies on bond paper to the Library.
Mary gave an awesome presentation on the topic of 3b at the CSGS webinar. I would love to have a discussion so that we can prepare for our own virtual 3MT.

Thanks for the suggestion! Ramu and I attended Mary’s CSGS session on holding virtual 3MTs. It was very informative – perhaps a short discussion on that could be helpful for our members. So, thus far, what I have is as follows:
1. Intro and member updates
We have quite a few new members – so, it would we be good to put a face to a name so to speak. It would also be helpful if we share how our respective campuses are dealing with the COVID situation, especially as it relates to graduate issues. For example, how is everyone handling thesis defense?
1. State-level 3 MT competition
* Should we have it at our meeting in April?
* Virtual 3MT best practices
1. Preliminary plan for April meeting at Northwestern

I suppose the above would fit well into a 60-90 minute session, but we could add or subtract as needed.

Based on your responses, it appears that many will be unable to travel at this time for our Fall meeting. The executive committee (Mary, Ramu, Greg*, Sanjay) discussed the situation and concluded that it is best to postpone the regular meeting to April 2021. Hopefully, the travel situation will have improved by then.
In the interim, we are proposing a virtual discussion session (60 to 90 minutes) on Friday, October 30th. Please feel free to make suggestion for the format and content of this virtual session either to this list or to one of the committee members.
