Our current policy is consistent with the UL system policy that Mary
pointed to. However, there is a restrictoin in our policy that I believe
does not exist at ULL. Here is the Catalog section (my commentary on the
sentence in red is given below):

Earning a Second Master’s Degree
A student pursuing a second master’s degree must earn a minimum of 15
additional graduate hours at Louisiana Tech, in addition to the thesis
or practicum if required, and must satisfy the requirements for a
minimum number of exclusive graduate courses to be taken in the area in
which the second degree is being earned, Some colleges may require more
than 15 hours. A student pursuing a second master’s degree may be
allowed to apply from a previous graduate degree a maximum of one-half
the credits required for the second degree. Transfer hours will not be
approved on a second master’s degree. If two master’s degrees are sought
simultaneously, the requirements for “Earning a Second Master’s Degree”
apply to the secondary program.

Commentary: The sentence in red stipulates that the first master's
degree must be earned at Louisiana Tech in order to take advantage of
the "one-half credits" option. Transfer credit from another institution
is limited to one-third the total hours required (as explained in the
final item on the ULS policy that Mary cited).
However, every rule must have exceptions, right? So here is the
exception to this rule: We have a special agreement with Northwestern
State University regarding transfer into our MFA program. Our MFA degree
is 60 hours. A student with a Master's degree (e.g., an MA in Art) from
Northwestern State entering our MFA program may need to take only 24 to
36 hours at Tech, i.e., we accept the rest in transfer credit. For those
who have not completed a previous Master's degree but have earned
several graduate hours, our transfer policy is the same as the last item
in the ULS document: maximum of one-third of the credit hours required
(in the case of the MFA, that would be 20 hours).
